To preserve mechanics lien rights a preliminary notice must be filed within 20 days of the first date of services. A contractor has 90 days after completion of the work or 60 days after a notice of completion has been filed to file. A claimant other than the original contractor has 90 days after he has ceased furnishing services or 30 days after the recording of a notice of completion. A Claim of Lien and a Stop Notice gives a claimant a lien against un-disbursed construction funds. A Stop Notice is a verified statement containing the services provided and the amount owed. Design professionals and engineers are entitled to liens in California. California Civil Code, Title 15, Chapters 2-4.
